Unlikely. The Planning Scheme has specific provisions for mining exploration and mining activity to be undertaking WITHOUT THE NEED FOR A PERMIT. Subject to the exploration/mining meeting provisions of Victorian government acts.

Keep in mind the Victorian government are direct beneficiaries of mining in your area and on your land, and also administer the process for approvals and monitoring.
